Sudan Partakes in Arab Experts Meeting on Combating Cybercrime in Tunisia

Sudan is participating in the ninth meeting of the Arab Experts Team on Combating Cybercrime, held from July 30-31, 2026, in the Tunisian capital. The Sudanese delegation is headed by the Undersecretary of the Ministry of Justice, Hon. Ali Khidir.

The Undersecretary of the Ministry of Justice stated that it was essential to enact legislation to combat cybercrime, noting the establishment of controls for such crimes. He emphasized the principle of the supremacy of the Cybercrime Law in cases of conflict with any other law, especially given the direct impact these crimes have on national sovereignty and the disintegration of social cohesion.

He added that a Cybersecurity Agency has been established, drawing on the experiences of other countries and the rest of the world. Furthermore, strict licensing standards have been set and adhered to, along with penalties for various violations of the law, ranging from warnings to license revocation, with harsher penalties to curb these crimes. Maulana Ali Khidir explained that combating cybercrime requires capacity building, particularly in the technical sector, as well as strengthening international and regional cooperation, learning from other countries’ experiences, and building the capacity of judicial and security agencies involved in cybercrime.

The Undersecretary of the Ministry of Justice emphasized that crimes resulting from artificial intelligence require precise legal definitions and the enactment of legislation specifying the necessary penalties to combat them. He called for the adoption of a unified Arab law that would benefit all Arab countries.
