The Minister of Youth and Sports of the Republic of Sudan issued Ministerial Decree No. (36) of 2026, establishing the Higher Committee for the Preparation of the Arab and African Youth Summit for Peace and Security. This step reflects Sudan’s reassertion of its leading role in regional and continental arenas, despite current challenges.

A Strategic Move at a Precise Time

This decree, based on the Youth and Sports Bodies Law of 2016 and in accordance with Cabinet resolutions, lays the foundation for a high-level youth diplomacy event. The decree aims to mobilize Arab and African youth energies to promote the values of peace and security, a top priority for the Sudanese state at present.

High-Level Sovereign and Executive Representation

The decree stipulates the formation of the committee, chaired by the Undersecretary of the Ministry of Youth and Sports, with membership including representatives from key sovereign and executive bodies, including:

The General Secretariat of the Cabinet

* Ministries of Foreign Affairs, Finance, and Information

* General Intelligence Service and Military Intelligence Directorate (reflecting the strategic security dimension of the summit)

* Arab and African Youth Council and the host state

Committee Tasks: From Logistics to Diplomacy

The decision entrusted the committee with significant tasks that extend beyond traditional organizational aspects, including:

1. Full logistical oversight: Preparing the venues and accommodations to a standard befitting Sudan’s guests.

2. Diplomacy and coordination: Communicating with regional and international organizations to manage official invitations and participation.

3. Security and media: Establishing precise security arrangements and overseeing the summit’s media content to ensure Sudan’s message reaches the world.

4. Implementation and follow-up: Ensuring the summit’s outcomes and recommendations are translated into practical action plans.

* Implications of the Decision

Experts believe that forming this committee at this time sends a strong message about the Sudanese state’s ability to manage major international issues and confirms that Sudanese diplomacy (both civilian and military) is working in complete harmony to enhance the country’s continental standing and engage youth as key players in the battle for development and stability.
