Opening of the Meeting of CISSA Chiefs in Djibouti

The Ayla Grand Hotel in Djibouti hosted a high-level meeting this morning of the heads of the Committee of Intelligence Service of Africa from 13 East African countries (CISSA), under the theme “The Phenomenon of Mercenaries and its Repercussions in the Region.” The meeting focused on strengthening security cooperation in combating terrorism and transnational organized crime.

The meeting was held under the auspices of Prime Minister Abdoulkader Kamil Mohamed and in the presence of the Director General of National Security, Hassan Said Khaira.

Participating countries included: Djibouti, Libya (the current CISSA chair), Ethiopia, Kenya, Somalia, Sudan, South Sudan, Uganda, Tanzania, Rwanda, Comoros, Madagascar, Mauritius, and Seychelles.

The meeting addressed an assessment of security threats in the Horn of Africa region, particularly terrorism, cybercrime, and illicit cross-border activities.

Participants agreed to enhance intelligence sharing and intensify operational coordination to proactively counter threats, while emphasizing respect for national sovereignty and the promotion of regional stability.
