Face of Truth: Digital Transformation: An Entry Point for Developmental and Political Reform

Prime Minister Dr. Kamal Idris announced yesterday the establishment of three national authorities under the supervision of the Ministry of Digital Transformation and Communications. These include the Digital Transformation Authority, the Data and Artificial Intelligence Authority, and the Cybersecurity Authority. What does this mean?

This important step indicates that the “Government of Hope” has begun rebuilding the state and placing Sudan on the path toward modern institutions, grounded in knowledge, competence, and digital transformation. It reflects the leadership’s awareness of the importance of technology as a strategic tool for political, administrative, and developmental reform.

These authorities aim to unify the digital infrastructure and improve data and information management in a way that enhances the state’s ability to make precise and effective decisions, rebuilds trust between citizens and government institutions, and ensures coherence and development under this promising plan that sets the country on the right course—similar to other nations that have entered this field early.

The experiences of countries such as Singapore, Malaysia, and South Korea have proven that investment in artificial intelligence and cybersecurity is not limited to technological advancement but also translates into sound governance that enhances efficiency, regulates performance, supports decision-making, and strengthens national sovereignty.

Singapore, for instance, benefited from digital platforms to manage public services efficiently and increase equity in resource distribution, while Malaysia invested in artificial intelligence to boost its strategic decision-making capacity and protect its critical infrastructure.

In Sudan, the establishment of the Cybersecurity Authority represents a fundamental step toward ensuring national sovereignty and protecting data, enabling the state to fully control its information and apply clear rules for knowledge management—enhancing the government’s ability to regulate institutions and address both internal and external challenges.

Meanwhile, the Data and Artificial Intelligence Authority works to employ knowledge as a strategic power tool through data analysis to improve public services and enable evidence-based decision-making. This redefines the concept of public administration and places governance on scientific and systematic foundations that lay the groundwork for national advancement.

In this context, Engineer Ahmed Dardiri Gandour, Minister of Digital Transformation and Communications, explained that launching these new authorities represents a practical step toward establishing an institutional framework capable of managing digital transformation and communications efficiently and responsibly, thereby strengthening digital sovereignty and organizing data and services within a unified national framework.

He noted that digital transformation in Sudan is not merely a technical project but a cornerstone for building a modern state, reforming public administration, and restoring trust in government services through qualified national cadres. He affirmed that this decision crowns coordinated efforts among state institutions to establish a national digital system that enhances performance efficiency, addresses cybersecurity challenges, and opens opportunities for strategic partnerships with the public and private sectors to build a promising digital economy—ushering in a new phase of institutional reform and sustainable development.

The project also opens the door wide for youth participation, as their role is a key pillar no less important than the authorities themselves. The contribution of young national cadres will help develop local technical solutions, localize knowledge, and build independent digital systems that reduce reliance on external technologies.

This, in turn, creates active youth participation in state management and lays the foundation for a new institutional culture based on knowledge, transparency, and accountability. Harnessing young energy will also help build a generation capable of leading digital transformation projects in the future and ensure the long-term sustainability of these initiatives.

According to experts, the establishment of these authorities is expected to bring about a fundamental transformation in the foundations of the Sudanese state—beginning with improved institutional efficiency, strengthening the government’s strategic decision-making capacity, and culminating in an institutional environment based on data- and knowledge-driven governance. The decision paves the way for launching strategic partnerships with the private sector and international investors, opening the door to a growing and sustainable digital economy under a state that enjoys technical and political sovereignty and independence.

In summary, the establishment of these authorities represents a practical entry point for reforming the Sudanese state, where digital transformation becomes a tool for rebuilding institutions, strengthening governance, and localizing technology—placing Sudan firmly on the path toward a modern, stable state capable of facing future challenges.
