Finance Ministry regulates the disbursement of salaries and entitlements of state employees and the payment of government obligations

Ministry of Finance and Economic Planning issued a circular to regulate the disbursement of salaries and entitlements of state employees.
Undersecretary of the Ministry of Finance and Economic Planning, Abdullah Ibrahim stated in a press statement in his office today that the circular comes based on Cabinet Resolution No. (149) regarding the regulation of disbursement; announcing the commitment of all public units, bodies and government companies to disburse the entitlements of their employees through bank accounts only and not to disburse in cash, provided that all employees who do not have bank accounts are committed to opening salary accounts in various banks.
The Undersecretary announced the commitment of the Ministry of Finance to deposit the entitlements of employees – which were disbursed in cash – as trusts to be deposited directly after opening the accounts.
In the same context, the Ministry issued another circular based on Cabinet Resolution (No. 150) regarding the regulation of receiving cash payments and paying government obligations.
It was decided that all public units, bodies, government companies and funds must activate the government’s accounts with the Central Bank of Sudan, provided that previous signatures in these accounts are cancelled and new signatures are approved in coordination with the Ministry of Finance and the bank. Abdullah Ibrahim added that the circular requires the payment of all obligations due from the government through the bank transfer mechanism and electronic payment methods approved by the Central Bank of Sudan, stressing the interest in tightening the controls of accounting and oversight bodies in all government units.
