Minister of Social Development and Social Welfare: High Committee Approves Voluntary Return Roadmap and National Reintegration Fund

Khartoum – Sudan’s Minister of Social Development and Social Welfare, Moatasim Ahmed Saleh, announced that the High Committee for Voluntary Return and Reintegration, which he chaired, has approved the implementation roadmap for the Voluntary Return Program during its second meeting, marking the transition from the planning stage to the implementation phase.

The meeting endorsed the formation of specialized technical committees covering registration and data collection, transport and logistics, financing and resource mobilization, reception and reintegration, media and communication, as well as legal and procedural affairs.

Each committee was assigned specific responsibilities and instructed to submit its reports and recommendations within two weeks in preparation for the necessary executive decisions.

The committee also approved, in principle, the establishment of a Voluntary Return and Reintegration Fund as a national mechanism for mobilizing resources and financing return operations, receiving returnees, and supporting their reintegration into their communities.

In addition, the committee agreed to expand its membership by including the Commissioner for Refugees, the Director General of Customs, representatives of the Defense Industries System, the General Manager of the Sudanese Mineral Resources Company, and the United Nations High Commissioner for Refugees (UNHCR), with the aim of strengthening national and international partnerships.

Minister Moatasim Ahmed Saleh stressed that all voluntary return initiatives will operate under the umbrella of the High Committee to ensure unified efforts, maximize impact, and uphold the principles of transparency, fairness, and institutional coordination, with the ultimate goal of achieving the safe and dignified return of citizens and their successful reintegration in support of Sudan’s stability and reconstruction.
