Sudan’s National Committee for the Preparation of the Fourth Universal Periodic Review Report Holds Its First Meeting
The National Committee for the Preparation of Sudan’s Fourth National Report under the Universal Periodic Review (UPR) mechanism held its first meeting today, chaired by the Head of the Legal Sector, Rapporteur of the National Human Rights Mechanism, Director of the Human Rights and International Humanitarian Law Department, and Chairperson of the Committee, with committee members in attendance.
At the outset of the meeting, members reviewed Minister of Justice Decision No. 40 of 2026, which established the committee and defined its mandate.
The committee’s responsibilities include preparing Sudan’s Fourth National UPR Report, collecting relevant data and information, engaging with government institutions and other stakeholders concerned with the promotion and protection of human rights, and adopting a consultative approach in drafting the report.
These efforts are part of Sudan’s preparations for the upcoming review of its human rights situation, including follow-up on the implementation of the recommendations contained in the Third National Report, which was presented in 2022. During that review, Sudan received 283 recommendations, accepted 244 for implementation, and took note of the remaining 39 recommendations.
The committee’s rapporteur, Khadija Al-Fadil Musa, Senior Legal Counsel and Head of the Reports Section at the Human Rights and International Humanitarian Law Department of the Ministry of Justice, delivered a briefing on the Universal Periodic Review mechanism and the process for preparing Sudan’s Fourth National Report, which will be submitted during the 54th session in Geneva. She also outlined the required procedures and key steps for completing the report.
The meeting further discussed mechanisms for collecting, classifying, and analyzing the information and data needed for the report in coordination with relevant stakeholders. Members emphasized the importance of organizing consultative workshops with all federal and state-level institutions and organizations involved in the promotion and protection of human rights.
The committee also decided to establish subcommittees responsible for information gathering, report drafting, and providing the logistical and administrative support required to complete the report within the prescribed deadline for submission to the Universal Periodic Review mechanism, following its approval by the competent national authorities, including the National Human Rights Mechanism.
