Sudan on the Verge of a New Economic Phase as Debt Relief Takes Effect

Minister of State at the Ministry of Finance, Mohamed Nour Abdel-Daim, held an extensive virtual meeting today with the International Monetary Fund (IMF) mission to Sudan to discuss the draft “Roadmap for Completing the Sudan Debt Relief Process” under the Heavily Indebted Poor Countries (HIPC) Initiative.
The meeting was chaired by Minister of State at the Ministry of Finance, Mohamed Nour Abdel-Daim, and attended by Dr. Mohamed Ali Juma, Acting Undersecretary of the Ministry, Ms. Ikhlas Mohamed Ali, Director General of the General Administration for External Finance, and representatives of the administration, as well as representatives of the Central Bank of Sudan. Mr. Nathan Porter, head of the IMF mission to Sudan, and other IMF experts participated virtually.
The meeting reviewed the four phases of the roadmap, beginning with the assessment and preliminary steps, followed by the establishment and performance record preparation phase, culminating in the final phase of reaching an agreement on the Extended Credit Facility (ECF) program, paving the way for the “completion point” of Sudan’s debt relief.
Advisor Mohamed Nour Abdel-Daim affirmed that the government has made significant progress in reforming public finances, strengthening governance, and establishing transparency principles. For his part, Mr. Nathan Porter affirmed the IMF’s commitment to continuing its technical support to Sudan, emphasizing the importance of meeting the reintegration criteria. The representative of the Central Bank of Sudan also noted that work on this file began in 2025, confirming the bank’s commitment to fulfilling the requirements.
The meeting concluded with a recommendation to form a joint technical working group comprised of representatives from the Ministry of Finance, the IMF, and other relevant entities. This group will be responsible for monitoring the collection and analysis of data and evaluating performance indicators, ultimately leading to the full implementation of the IMF programs in the coming phase.
