UNSC condemns the RSF militia and reiterates its rejection of any parallel government in Sudan

The UN Security Council, in its meeting today, Thursday, condemned the Rapid Support Forces militia’s attack on El Fasher and the crimes committed against the civilian population.

The Security Council reiterated its rejection of the establishment of a parallel government in areas controlled by the Rapid Support Forces (RSF).

A statement issued by the Council President, Vasily A. Nebenzia, the representative of the Russian Federation, on Thursday indicated that the Security Council members expressed their grave concern over the escalating violence in and around El Fasher, North Darfur.

The statement added that the Security Council members condemned the RSF attack on El Fasher and its devastating impact on the civilian population.

The statement further noted that the Security Council members referred to resolution 2736 (2024), which demands that the RSF lift the siege of El Fasher, calls for an immediate cessation of hostilities, and urges the de-escalation of the situation in and around El Fasher, where famine and acute food insecurity are worsening. They strongly urged the RSF to implement the provisions of this resolution.

The statement added that the Security Council members also condemned the reported atrocities committed by the RSF against the civilian population, including summary executions and arbitrary arrests, and expressed their concern about the increasing risk of widespread atrocities, including racially motivated ones.

He added that the members “called for accountability for all perpetrators of violations,” noting that the Security Council members demanded the protection of civilians and adherence to their obligations under international law, including international humanitarian law, and compliance with resolution 2736 (2024), as well as adherence to their obligations under the Jeddah Declaration, and respect for and protection of humanitarian personnel, premises, and assets in accordance with their obligations under international law.

The statement said that the Security Council members called on all parties to allow and facilitate safe and unimpeded humanitarian access in a manner consistent with international law. They called for the protection of civilians and the provision of safe passage for those attempting to leave the city.

The Security Council members stressed that the priority is for the parties to resume talks to reach a permanent ceasefire and an inclusive, Sudanese-owned political process.

The Security Council members urged all member states to refrain from external interference that seeks to fuel conflict and instability, to support efforts for lasting peace, to abide by their obligations under international law, and to implement relevant Security Council resolutions, including resolution 2791. The members of the Security Council unequivocally reaffirmed their unwavering commitment to the sovereignty, independence, unity, and territorial integrity of Sudan.

In this regard, the Security Council reiterated its rejection of the establishment of a parallel governing authority in the areas controlled by the Rapid Support Forces militia.
