Lieutenant General Khalid Salis Abbakar, the Chief Commander and Founder of the Sudanese Youth for Change and Justice Movement, made fiery statements in which he addressed the developments in the Sudanese scene, warning that the country is exposed to a systematic external plan that targets its sovereignty and territorial integrity. He described this as “the pounce of states on Sudan as Al-Laith pounces on its prey.”

Lieutenant General Khalid explained that granting the Rapid Support Forces legitimacy as a parallel force to the Sudanese Armed Forces was the beginning of a fundamental deviation from the national path, which distorted the political reality and led to the outbreak of the current war under the cover of systematic external support from regional and international powers. He added that this plan was accompanied by a deliberate political and media discourse that used sophisticated intelligence tools to confuse the Sudanese people and push them into a state of confusion and ambiguity, before the truth gradually became clear to the eyes of the Sudanese.

In a related context, General Khalid linked the announcement of a parallel government at this time to the meeting of the International Quartet in Washington, considering it part of a political escalation within the framework of a multi-stage conspiracy that began with the assignment of Volker Peretz and the attempt to introduce UN forces into Sudan. This then developed into igniting the war through Plan B, and is now entering Phase C with the announcement of an alternative government based in Darfur as a prelude to the division of the country.

He said that this scenario is being passed under the cover of humanitarian work and with the direct financial influence of the United Arab Emirates, which, as he put it, “pushes the Quartet towards options that serve its own project in Sudan and has other allies in secret.” He considered the announcement of the parallel government as mere “ashes in the eyes” and a means to insert the file into the agenda of the Quartet’s meetings.

The government of hope or the government of war ?

Regarding the initiatives put forward to form an alternative civilian government, especially what is known as the “Government of Hope,” Lieutenant General Khalid Salis Abbakar said that the Sudanese Youth Movement for Change and Justice supports democratic civilian rule in principle but believes that the current stage calls for the formation of a “government of war” rather than a government of accord, due to the major security challenges facing the country.

He explained that the priority of the current government should be to support the armed forces in the battle for dignity until complete victory is achieved, in addition to accelerating the return of displaced people and refugees to the liberated areas and providing essential services.

He pointed out that political consensus is not a binding condition for the formation of the government in this exceptional stage. However, after the end of the war, it is necessary to move to a new transitional phase managed by a technocratic government, as proposed by Prime Minister Dr. Kamel Idris. This phase should prepare the country for the stage of real democratic transition through the peaceful transfer of power by preparing the requirements for the transformation with specific tasks, and its duration should not exceed two years.

Lieutenant General Khalid Salis Abbakar stressed the need to review the law of political practice and the electoral law, and to establish an independent electoral commission to ensure transparency and justice, so that the Sudanese people can choose their legitimately elected government, and to draft a permanent constitution that ends the era of political chaos and establishes the rule of law and institutions.

At the end of his speech, he prayed to all sincere and honorable Sudanese to continue to rally behind the armed forces, support them, and support the fighters who are fighting alongside the armed forces until victory is achieved and the last inch of the homeland is cleansed of the filth of the rebel militia.
