The decision was issued based on a July 14, 2023, assessment issued by the Sudan Conflict Observatory, which revealed violations by the Rapid Support Forces in Darfur, including besieging cities, destroying villages, committing extrajudicial arrests and killings, and sexual violence against the Masalit, Fur and Zaghawa ethnic groups, reflects the atrocities committed.
On August 16, 2023, CNN issued an investigative report on the atrocities that occurred on June 15, 2023 in El Geneina, the capital of West Darfur State, described the atrocities as (one of the most violent incidents in genocide-torn Sudan).
On December 6, 2023, Secretary of State Antony Blinken determined that since fighting between the Sudan Armed Forces and the RSF began on April 15, 2023, Sudan has witnessed war crimes, crimes against humanity, and ethnic cleansing including Masalit civilians who were tracked down and left to die in the streets, Their homes were set on fire, and they were told that there was no place for them in Sudan.
On December 15, 2023, a special investigation by Reuters, provided details about the targeted killing of Masalit men and their children by the Rapid Support Forces.
The Rapid Support Forces liquidated the Masalit political and traditional leaders, In El Geneina, West Darfur, including Khamis Abdullah Abkar, the governor of West Darfur, and Al-Farsha Muhammad Arbab, a prominent leader of the Masalit Sultanate, and whereas there is significant evidence of systematic and widespread actions against non-Arab ethnic communities in Darfur, including the Masalit people committed by the Rapid Support Forces and allied militias that meet one or more of the criteria set forth in Article II of the Genocide Convention,
Accordingly the Senate condemned the atrocities, including those amounting to genocide, committed by the Rapid Support Forces and allied militias against the Masalit and other non-Arab communities – an atrocity, a humanitarian catastrophe and the collapse of Sudan’s construction.
The Senate calls for an immediate cessation of the war, all acts of violence and atrocities in Sudan, and urges the United States government to take urgent steps to work with the international community, through multilateral fora, to find means for civilian protection, including by establishing safe zones, humanitarian corridors, and enforcing the arms embargo imposed by the United Nations Security Counci on Darfur, comprehensive mediation, and immediately identify mechanisms through which to fund local community and organizations currently providing humanitarian assistance to the Sudanese people in conflict-affected areas where partners cannot reach them, including the delivery of food, medical assistance and shelter to affected individuals, besides supporting the international criminal courts in final investigations to hold the Rapid Support Forces and allied militias accountable for war crimes, crimes against humanity and genocide, and calls on the Task Force on the Prevention of Atrocities to conduct a comprehensive review of its efforts to do so.
On February 13, 2024, a number of US Senators, Democrats and Republicans, circulated and approved a resolution accusing the Rapid Support Forces of committing genocide, citing numerous reports. It is likely that this will become law, if the vote reaches two-thirds, and the Senate decides to support it. International criminal courts, and conduct investigations to hold the Rapid Support Forces and their allied militias accountable for war crimes, crimes against humanity, and genocide.
The Council revealed that the Rapid Support Forces carried out (extrajudicial arrests, torture, beatings, extortion, sexual and gender-based violence, mass rape, and sexual slavery). , and forced displacement

Hudson confirmed that both hypotheses are propaganda and promotion of Rapid Support lies and have no basis in truth.
Hudson advised Washington to watch the videos of the Sudanese people supporting the army against the militia and to correct its position so as not to lose its future relationship with Sudan.
It seems that Congress, after removing the war file from the State Department, will tend to reconsider the US Administration policy regarding the situation in Sudan.
