The Arab Organization for Administrative Development calls on the Ministry of Human Resources in Sudan to prepare a comprehensive study of the training needs of government institutions Rabat /The Citizen The Minister of Human Resources and Social Welfare, Mutassim Ahmed Saleh, participated in the meetings of the 120th session of the Executive Council of the Arab Organization for Administrative Development, held in Rabat, Kingdom of Morocco, from 10 to 12 November 2025, with the participation of ministers and experts from Arab member states. The Minister presented Sudan’s proposal to establish a fund for the development of human resources in Sudan, with the aim of developing national capacities and qualifying government cadres to contribute to reconstruction and development, which was widely welcomed, as it was referred to the Economic and Social Council of the League of Arab States for approval. The Sudanese delegation included: Ambassador Mawadda Omar Haj Al-Badawi, Ambassador of Sudan to the Kingdom of Morocco, Ms. Shadia Ahmed Abdel Rahman, Director General of the Bureau of Service Affairs, and Mr. Al-Jili Mohamed Abdel Hamid, Deputy Ambassador of Sudan to Morocco. Among the most prominent reports and recommendations of the session: • Calling on the Ministry of Human Resources and Social Welfare of the Republic of Sudan to prepare a comprehensive study of the training needs of government institutions, in preparation for the preparation of a proposal to support and finance the human resources development project in Sudan. • Emphasizing the importance of Arab cooperation in the fields of training, digital transformation, institutional excellence, and financial sustainability within the implementation of the strategic plan (2026-2030). • Commending the role of the Sudan in promoting joint Arab action and confirming its active presence in issues of administrative development and human capacity building. Mutassim Saleh said that this participation comes as a confirmation of Sudan’s commitment to positive engagement in the system of joint Arab action, and to build human beings as a key entry point for reconstruction and development.
