National Health Insurance Fund and Khartoum State Ministry of Health Sign Partnership to Expand Additional Medical Benefits Package

The National Health Insurance Fund (NHIF) and the Khartoum State Ministry of Health have signed a memorandum of understanding and partnership agreement to integrate the ministry’s healthcare facilities into the Additional Medical Benefits Package program. The initiative aims to strengthen collaboration, exchange expertise, and expand access to healthcare services for insured beneficiaries.
Dr. Farouk Nour Al-Daim, Director General of the National Health Insurance Fund, said the new partnership with the Khartoum State Ministry of Health, led by Acting Minister Dr. Mahmoud Al-Badri, will enable the provision of the Additional Medical Benefits Package through the state’s hospitals. He noted that Khartoum’s hospitals deliver high-quality specialized services and that the state’s health system is experiencing significant recovery with improving service delivery.
He explained that the agreement supports the Fund’s efforts to achieve equitable access to health insurance services across all Sudanese states, allowing holders of both basic and additional health insurance cards to benefit from a wider range of healthcare services. He also highlighted the Fund’s existing partnership with the Khartoum State Medical Insurance Authority, which has enabled cardholders to receive services across different states.
Dr. Nour Al-Daim revealed that approximately 242,000 beneficiaries holding Medical Insurance Authority cards accessed National Health Insurance services during the first half of 2026, including 37,000 in River Nile State and 47,000 in Northern State. He added that the new partnership will reduce the burden of travel on insured citizens and facilitate access to healthcare services both within and outside Khartoum State.
He described the agreement as an important step toward integrating and strengthening healthcare services at all levels, from primary healthcare centers to hospitals and specialized medical services, ultimately improving the quality of care provided to citizens.
For his part, Dr. Mahmoud Al-Badri, Director General of the Khartoum State Ministry of Health and Acting Minister, described the agreement as a strategic partnership that supports the ongoing recovery of the state’s health sector. He said it will enhance healthcare services and broaden access to quality medical care.
Dr. Al-Badri explained that the Additional Medical Benefits Package includes medical consultations, laboratory investigations, specialist and general practitioner consultations, as well as pharmaceutical services through participating pharmacies. He emphasized that the agreement will provide integrated healthcare services covering all localities and peripheral areas of Khartoum State.
He encouraged citizens to take advantage of the new partnership, describing it as a valuable addition to the healthcare system that will improve access to medical services and enhance the quality of care available to insured beneficiaries throughout Khartoum State.
