Minister of Human Resources Opens Forum of State Disability Council Secretaries, Emphasizes Inclusion in Recovery and Reconstruction Plans

Minister of Human Resources and Social Welfare, Moatasim Ahmed Saleh, inaugurated the Forum of State Disability Council Secretaries, bringing together government institutions, civil society organizations, and development partners. The forum aims to unify visions, strengthen coordination between the federal government and the states, and shift from emergency response toward sustainable strategic planning.
The Minister stressed that the issues affecting persons with disabilities must be placed at the heart of Sudan’s national recovery and reconstruction plans. He called for the establishment of an updated national database, the identification of priorities in health, education, employment, and livelihoods, the expansion of digital services, enhanced psychosocial support, and a review of relevant legislation and policies.
He also emphasized the importance of ensuring the meaningful participation of persons with disabilities and their representative organizations in planning, implementation, and monitoring. He urged the forum to produce a clear national strategy, practical and implementable projects, and a monitoring framework that will translate recommendations into tangible results across all states.
The Minister concluded by affirming that building a more just and inclusive Sudan requires removing barriers faced by persons with disabilities, guaranteeing their full rights, and recognizing them as essential partners in development and in shaping the country’s future.
