Orbits: I Just Can’t Understand

IGAD Secretariat has, sent an invitation to the Head of the Sovereignty Council to partake in its extraordinary summit No. 42 scheduled to take place in Uganda to discuss the situations between Ethiopia and Somalia besides the situations in Sudan.
The Sudanese government announced that the summit is useless because what had been agreed on in the previous summit was not implemented.
We all know that IGAD is supposed to arrange for a meeting between Al-Burhan and Himidti in Djibouti. Al-Burhan expressed readiness for the meeting as scheduled, but in the last moment he was told that due to technical reasons Himidti will not be able to arrive and meet Al-Burhan!
This happened while Himidti was touring some African countries including Djibouti itself.
From the above, it became clear that IGAD is not dealing seriously with Sudan’s issue and it violates its regulations and legislations.
It goes without saying that IGAD summits are supposed to be attended by heads of member states and governments only, but this time it invited the Commander of the Rapid Support Forces, who expressed readiness to attend the summit.
It seems that there is obvious confusion in the arrangements of the issue.
Is the invitation to Himidti to meet with Al-Burhan in implementation to the outcomes of the previous summit of IGAD, or will he attend the summit as member? If so, IGAD Secretariat is violating the organization’s principles.
What I just cannot understand is how come IGAD wants Al-Burhan to partake in the summit while it failed to arrange for the meeting between him and Himidti in implementation of the outcomes of the previous summit.
It is high time for the Sudanese government to reconsider its membership in IGAD.
