Russia’s Representative to the UNSC: The Sovereignty Council is the Legitimate Representative of Sudan

Russia’s Permanent Representative to the UN Security Council, Vasily Nebenzya, affirmed his country’s full support for the unity and territorial integrity of Sudan, stressing that the Sovereignty Council is the sole legitimate representative of the country. He noted that Moscow has repeatedly expressed its clear position regarding the Security Council sanctions regime related to the Darfur region.

Justifications for Maintaining Security Council Restrictions

The Russian representative added that his country believes—given the continued difficult security situation and the risk of escalating ethnic conflict in the region—that it is entirely justified to maintain the current Security Council restrictions without any changes, in order to ensure control over the tense security situation on the ground.

Are the existing tools sufficient to deter violators?

Nebenzia affirmed that the tools already available within the current sanctions regime are entirely sufficient to take all necessary restrictive measures against individuals and groups who commit acts of violence or violate the provisions of international law and international humanitarian law.
