Government Moves to Unify Health Insurance System and Expand Universal Health Coverage
Minister of Finance Dr. Gibril Ibrahim revealed that the government is making serious efforts to expand and develop health insurance services to cover all citizens through a strong and unified national health insurance system.
Speaking at an expanded meeting attended by the Ministers of Health, Human Resources and Social Welfare, the Governor of Khartoum State, the Acting Undersecretary of the Ministry of Finance, and the Secretary-General of the National Health Insurance Fund, Dr. Ibrahim affirmed the government’s commitment to gradually increasing public spending on the health sector until it reaches the highest priorities, with the aim of ensuring healthcare as a key national priority.
Minister of Human Resources and Social Welfare Moatasim Ahmed Salih stated that unifying the health insurance system is a strategic step toward strengthening social protection and achieving universal health coverage.
He explained that the unified system would enhance social equity, improve the efficiency of resource management, expand insurance coverage, and ensure the quality and sustainability of healthcare services provided to citizens.
Participants in the meeting, including representatives from national and state-level institutions, stressed the importance of unifying government funding channels allocated to health insurance to ensure equitable access to better and more comprehensive services for all citizens, in line with the state’s social protection objectives, with healthcare being one of its fundamental pillars.
The meeting also approved the formation of a national committee comprising relevant authorities to study the details of merging the Khartoum State Health Insurance Authority into the National Health Insurance Fund.
The committee will prepare a comprehensive proposal to be submitted to the competent higher authorities for a final decision on the proposed merger.
