Sudan Sets August Deadline for Universities to Return to Their Original Campuses

The Minister of Higher Education and Scientific Research and Chairman of the National Council for Higher Education and Scientific Research, Professor Ahmed Mudawi Musa, has issued a decision mandating all higher education and scientific research institutions operating outside Sudan or from displacement locations within the country to return to their original licensed campuses. The decision comes as part of the implementation of the Prime Minister’s directives aimed at restoring academic and administrative activities at the institutions’ officially accredited locations.

Decision No. (83) of 2026 was issued pursuant to the provisions of the Higher Education and Scientific Research Regulation Act of 2021, particularly Article 7(1)(l) and Article 9(e) and (g). It requires all higher education and research institutions to undertake the necessary measures and arrangements to fully resume their activities from their original campuses.

The decision further stipulates that all alternative or temporary centers and locations operating outside the original campuses must cease operations no later than August 1, 2026. It emphasizes that any institution failing to complete the full return process within the specified timeframe will not be permitted to admit students for the 2026–2027 admission cycle.

The decision calls on the administrations of higher education institutions and the relevant authorities to take all necessary measures to ensure its implementation and compliance with its directives according to the specified timetable.

This decision comes within the framework of efforts to normalize and stabilize the educational process, improve academic and administrative environments, enhance institutional performance, and facilitate the resumption of educational and research activities from their officially accredited campuses.
