Meeting Between the Director of General Intelligence and the Russian Deputy Foreign Minister

Russian Deputy Foreign Minister Georgy Borisenko received Lieutenant General Ahmed Ibrahim Mufaddal, Director General of the General Intelligence Service, and his accompanying delegation at the Ministry headquarters in Moscow yesterday (Friday), in the presence of the Sudanese Ambassador to the Russian Federation, Mohamed Al-Ghazali Siraj.

At the beginning of the meeting, Lieutenant General Mufaddal conveyed the condolences of the Sudanese government and people to the Russian government and people, and to the families of the victims of the recent attack on the College of Education building and student dormitories, which claimed the lives of a number of students and young trainees. He also congratulated Russia on the anniversary of the victory in World War II and congratulated both countries on the 70th anniversary of the establishment of diplomatic relations.

Lieutenant General Mufaddal provided a comprehensive explanation of the developments in Sudan, addressing the grave violations committed by the Rapid Support Forces militia, describing these crimes and atrocities as the worst in Sudan’s history.

The Director of Intelligence explained the forms of external support the rebellion receives, including the recruitment of several neighboring countries and the use of mercenaries and terrorist elements, and the danger this poses to security and stability in Sudan and the entire region, which is already suffering from unrest and instability.

Lieutenant General Mufaddal addressed the military situation on the ground, the army’s regaining the initiative, and the defection of several militia leaders who have joined the Sudanese army. He explained that the Sudanese government is striving to achieve a peace that meets the aspirations and ambitions of the Sudanese people and is currently working to prepare for a Sudanese dialogue aimed at achieving stability.

The Director of Intelligence criticized foreign interference in Sudanese internal affairs and attempts by some countries and entities to bypass the Sudanese government in seeking options to end the war, as occurred at the Berlin Conference. He clarified that such interference will not help resolve the Sudanese crisis and will only prolong the war. In this regard, he expressed his gratitude and appreciation for Russia’s principled stance calling for non-interference in internal affairs and for the support Sudan has received from Russia.

For his part, the Russian Deputy Foreign Minister thanked Lieutenant General Mufaddal for his explanation of the developments in Sudan and the efforts being made to find solutions, emphasizing Russia’s firm and principled stance in support of Sudan’s sovereignty, legitimacy, and territorial integrity. He criticized foreign interference in Sudanese affairs and the holding of the Berlin Conference without the participation of the Sudanese government. He also commended the close cooperation and coordination between the two countries on issues raised in international forums.

Both sides affirmed the necessity of continuous dialogue and communication between them for coordination and consultation through bilateral and multilateral diplomatic mechanisms. This was in reference to events taking place this year, such as the Political Consultative Committee meeting between the two countries in June, the Russian-Arab Forum at the ministerial level in September, and the Russia-Africa Summit at the presidential level in October, which provide ample opportunities for discussion and the exchange of views on bilateral relations and regional and international issues.

The two sides discussed regional conditions and the existing challenges related to the security of the Red Sea, the Horn of Africa, and the Arab region in light of the American-Israeli-Iranian war and its regional and international repercussions and consequences.
