Sudan at the Cooling Crossroads: Kigali, Climate Justice, and the Future of Refrigeration

Cooling is no longer a technical convenience; it is a structural pillar of modern civilization.
From vaccine preservation to food security, refrigeration and air conditioning underpin economic stability and public health. Yet in a warming world, cooling presents a paradox: systems designed to protect societies from heat stress can, if poorly governed, intensify climate instability.
As illustrated in the accompanying editorial cartoon, Sudan is symbolically portrayed under a burning sun labeled “Kigali?”, while a refrigeration technician stands between high-GWP HFC cylinders and emerging low-GWP alternatives. The image reflects a deeper national question: will Sudan delay or decide?
According to the International Energy Agency, cooling demand is among the fastest-growing drivers of global electricity consumption, particularly in emerging hot-climate economies.

Standards, Governance, and Technical Responsibility
As a member of ASHRAE, and through professional engagement within its regional refrigeration framework, I approach Sudan’s cooling future not merely as environmental commentary, but as a standards-based engineering responsibility.
If Sudan proceeds toward full implementation of the Kigali Amendment under the Montreal Protocol, technical alignment will be foundational.

Standard 34 establishes refrigerant classifications based on toxicity and flammability, including the A2L category relevant to low-GWP transition pathways.

In parallel, harmonization with the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) ensures equipment conformity, electrical safety, and international trade compatibility.
Refrigerant transition is not about replacing gases.
It is about modernizing codes, upgrading technician training, strengthening inspection systems, and restructuring regulatory governance.
Without standards alignment, transition becomes disorder.

Sudan now has the opportunity to formally adopt internationally recognized engineering standards as a national framework . ensuring that future cooling infrastructure reflects strategic modernization rather than reactive improvisation.
Conclusion : A National Question
Cooling will expand. That is inevitable.
But will it expand blindly . or under disciplined environmental governance?
A critical national question therefore arises:
Has Sudan formally signed and ratified the Kigali Amendment?
Within professional refrigeration circles, it is understood that ratification was delayed due to exceptional wartime circumstances. Nevertheless, numerous professional initiatives have urged the Higher Council for Environment to proceed with accession, in line with other nations, to secure access to funding mechanisms, technical assistance, and structured refrigerant transition pathways.
The future of cooling in Sudan cannot remain uncertain.
It affects technicians.
It affects investors.
It affects food security.
It affects public health.
It affects national development.
In a warming world, strategic clarity is not optional . it is a national necessity.
At the crossroads of climate responsibility and reconstruction, Sudan’s cooling sector stands between legacy high-GWP refrigerants and the structured transition envisioned under the Kigali Amendment . a decision that will define the nation’s technological and environmental future.
