Public discussion on corruption often gravitates toward visible practices such as bribery, embezzlement, or abuse of authority. However, in fragile and transitional states, the most dangerous forms of corruption are frequently invisible. They do not operate outside institutions, but from within them—embedded in technical complexity, administrative opacity, and weakened professional oversight.
Political scientist Michael Johnston notes in Syndromes of Corruption: Wealth, Power, and Democracy that corruption becomes most harmful when it is woven into how systems function, rather than appearing as clear violations of law.
