Explanatory Statement

Throughout the war, Khartoum State has worked diligently to provide services despite the loss of its financial resources due to the war. However, it has invested all available funds in repairing water and health facilities and assisting the electricity sector with maintenance and restoration of services.

The state has also continued to support institutions and individuals who have resumed their activities. To further support and encourage them, it has decided to exempt merchants from fees in the localities cleared of the rebellion (Omdurman, Khartoum, Bahri, East Nile, Jebel Awliya, and Ombada). This is despite the significant expenditure on removing rubble, war remnants, and waste. However, it has also required food and beverage sector workers to obtain health cards to ensure the safety of service providers.

As for Karari locality, life there has remained normal throughout the war period, and shop owners pay the fees stipulated by law as usual and on a regular basis. At the same time, the locality carries out its duties in return for these fees by maintaining cleaning and environmental health work, securing markets, and other duties. If any party feels that the locality has asked it for exorbitant fees, the doors of the state’s departments are open to receive complaints. There is a committee to receive citizens’ complaints headed by the Secretary-General of the Khartoum State Government, formed by a decision of the Higher Committee for Preparing the General Environment for the Return of Citizens to Khartoum State, headed by Lieutenant General, Ibrahim Jaber. It is not permissible to search for solutions by publishing on social media and online speeches as long as the official channels are available to everyone.
