Al-Burhan’s Speech to U.N General Assembly 78th Session

Mr. President, Gentlemen, honorable members of delegations and attendees. On behalf of the Sudanese people and government, I congratulate you on leading this session, I thank the former head of the session and Mr. Secretary-General for their efforts in confronting challenges that faced our world in the past year. Mr. Chairman , ever since last April, the Sudanese people have been facing a devastating war waged by the rebel Rapid Support Forces with alliances of tribal, regional and International militia , and brought mercenaries from various parts of the world to commit the most heinous crimes against the Sudanese people. These groups have practiced killing, plundering , stealing , raping, seizing the houses of natives, their property and destroying civilian objects such as service facilities, hospitals , governmental chambers and have attempted to obliterate the history and the identity of Sudanese nation by aggressions upon museums, archeological relics, records of land, civil registry and records of airports, courts , looted banks, public and private companies and released prisoners and detainees among them persons wanted by the international justice and terrorists. It exercised offences against the humanity, war crimes in most parts of Sudan . It practiced a racial cleansing, expulsion of residents from their territories , sexual violence murdering based on the race and whatever amount to be depicted as war crimes in Darfur and Khartoum. What took place in the west of Darfur has shocked the world’s conscience and also what had occurred in Tawila, Mornie and Manawashi and even what ensued in Khartoum is a better witness of the practices of these groups or forces.
Mr. Chairman, we demand from you and the international community to consider as a terrorist gang to stand face to face in the fight against it to protect the Sudanese people as it has caused killing of thousands and millions of them were homeless. Mr. Chairman, distinguished audience , although these forces have done what I’ve just said, since April, the beginning of their assault on the state of Sudan, we have resorted to all avenues to halt this war. There was a response to every initiative presented by brothers and friends. We sat in Jeddah by an initiative from the kingdom of Saudi Arabia, U.S. A and we could have achieved a good progress without the intransigence of rebels who refused to go out of the residential areas . We accepted the initiative of IGAD and the neighboring countries summit that was convened in Egypt . Until this day, we still extend our hands for peace, to stop this war and to lift the suffering of our people. Moreover, we accepted initiatives from our brothers in Turkey, South Sudan and Uganda to find solutions, but they collided with their rejection of peaceful solutions and their insistence on extermination and displacement of Sudanese people.
Mr. chairman, some people classify this war as a domestic war between two armed parties , but the aggressions involved all components of the state, and I affirm to you that it endangers the regional and international security as the mutineers enlisted the support of out-laws from several states in the region and the world so this is regarded as the spark for the transfer of war to other countries around Sudan in consequence of regional and international interventions supporting these groups which have become an apparent phenomenon. .This means that the spark will burn the region and directly affects the regional and international peace and security.
Mr. chairman and venerable gentlemen, allow me to thank you for the considerable efforts that have been exerted by the U.N under the auspices of Secretary-General to assist the humanitarian situation in Sudan . we also appreciate the efforts of U.N, regional and global agencies, friendly and fraternal countries that provided help to alleviate the impacts of this criminal war . On the part of Sudan’s government, airports, sea ports were opened to facilitate the movement and crossing of aid convoys and to ease the difficulties that faced the humanitarian work . Efforts have been coordinated to ensure that the assistance reach the needy and affected people. We appeal to countries and agencies to fulfill their pledges to bridge the medicine and food gaps and sheltering for broad sectors of Sudanese people affected in the aftermath of war launched by the rebels of Rapid Support Forces commanded by Dagloo family. We are still committed to transfer the authority to the Sudanese people through a wide consensus and a national satisfaction , and the devolution of power shall be accomplished through the legitimate and peaceful means represented in the elections. We see that there should be a short transitional stage in which the state will be run by independent civilians to resolve economic and security conditions., reconstruction followed by general elections via which the Sudanese people will choose who will govern them. I affirm the commitment of the state to continue dialogue with the hold-outs such as Abdul-Aziz Al-hilu and Abdelwahid Mohamed Nour to join the national building process. In our commitment to the Juba peace agreement signed in Juba, we have gone a long way in promoting peace and resolving the dilemma of the Sudanese state construction. Mr. chairman, I emphasize the Sudan’s commitment to support women . children fragile segments to enjoy their entire rights and to protect them through present dispute . We reiterate the Sudan’s commitment to achieve the goals of sustainable development. In this regard, the cessation and freezing of international aid negatively affected the realization of these objectives , expanded the gap of social protection, confronting the climate change, food crisis and aggravated the condition of refugees and displaced . We appeal to the donors and different relief agencies to address the humintrain situation in Sudan by offering help to the needy, displaced and refugees. Before, I conclude , I reiterate our demand to classify the groups of Rapid Support forces and their allies as a terrorist group. As the crimes that they have committed place them under this category to be dealt with decisively along with those who support them. Killing, burning, torture, forced displacement of population, recruitment of children and transporting of narcotic drugs are all crimes that entail punishment. I affirm that the legitimate institutions of state of police and armed forces don’t permit violating the sovereignty of the Sudan and its dignity I remind our organizations to liberate from the protectorate , to look at the interests of African people to retrieve the trust of Africans, to resolve our problems, we will implore those who will resolve it according to his own interests or the interest of his country.
In conclusion, I thank you mr.chairman and secretary –General for understanding our internal situation, continuing support of Sudanese people to surpass their ordeals and this barbaric attacks to which they have been exposed by the criminals of Rapid Support Forces. I take it as chance to express our solidarity with our brothers in Morocco and Libya who have been recently afflicted by disasters . I must thank the masses of Sudanese people who have tolerated the sacrifices of getting rid of the treacheries and betrayals of the rebels and terrorist group. Thank you for your listening.
